Property Location: 4 Primrose Street – Newtown Youth Academy Inc.
REASON FOR APPEAL: Newtown Youth Academy believes the property should be 100% tax exempt because of its lease with the Town and the charitable uses made of the property. Assessor has determined a 42% exemption.
Attorney Francis Pennarola stated the 40 year lease drawn up between The Town of Newtown and Newtown Youth Academy gave the impression it would be tax exempt.
Peter D’Amico stated 3 years before project began, the building was planned to accommodate the high school needs, high ceilings for volleyball, indoor track and soccer...
Peter D’Amico also stated, the building is a 5013C – exempt from state taxes.
John Godin asked if anything was being offered to the Town of Newtown.
Peter D’Amico replied discounts for town police, firemen, Park and Recreation, teachers and Vets.
John Godin stated this is a special use building which makes it difficult to find comparables for value.
Peter D’Amico stated building NOT complete to meeting obligations.
Peter D’Amico also stated there’s an understanding in writing for tax exempt status which surprised him when he received a tax bill with no letter or any notification.
John Godin stated he’s a club member paying market value.
Peter D’Amico replied it all evens out with discounts given.
Board of Assessment Appeals stated they need to read lease and deliberate.
Boards Discussion/Resolution: No Change – under the basis the appellant is asking for 100% tax exemption.
The board feels that said property is NOT 100% exempt.
